UNESCO has decided to adopt the conceptualization of numeracy used in PIAAC’s first cycle (2013–2016; OECD, 2013a).
That conceptualization involved a multi-faceted framework with three interlocking elements:
- a definition of the competency itself,
- a model describing dimensions and specific facets of ‘numerate behaviour’, and
- the numeracy complexity scheme.
Since these 3 elements served as the foundation for item production and interpretation of the assessment results in PIAAC, familiarization with their details is essential in order to understand the issues that may arise when applying them to the realities of monitoring indicator 4.6.1 on numeracy across a wide and diverse range of low- and middle-income countries (and possibly some high-income countries).
Reporting Indicator 4.6.1 (2019)
The Interim Reporting Strategy promotes the highest level of participation and reporting by prioritising a fit-for-purpose approach, where all assessment programmes are accepted, regardless of whether they meet minimum criteria, and proceed with the reporting while being cautious to specify when they do not.
